A circular medal constructed of bronze, the obverse bears the right-facing side profile of President Hồ Chí Minh encompassed by the inscription VIET NAM DAN CHU CONG HOA / HO CHI MINH, with a star on the let and right side, on a red ribbon with three red stripes.
This Order was established as a 3 class Order by President Ho Chi Minh in 1947. It was reorganized into a single class Order in 1981 and is currently an award of the Socialist Republic of Vietnam.
This Order was conferred upon civilians, military personnel, foreigners, and organizations in recognition of outstanding meritorious service and achievements in the fields of politics, economics, society, literature, science, art, security, defence, technology, diplomacy, and others.
The Order was redesigned in 2006.
It may be awarded posthumously.
