This Order is conferred upon mothers who have birthed and raised at least 5 children.

It is also awarded to mothers who have lost a child in the defence of the nation, the maintenance of law and order, as a result of gallantry in a life-threatening situation, or as a result of an injury or disease acquired as a result of service in the aforementioned situations.
