This Order was originally established by Prince Ferdinand I in 1891.

It was re-instituted for current use in 2003, and it is conferred upon Bulgarians in recognition of contributions to society, human rights, democratic institutions, and the security and defence of the Republic.

The awards feature an obverse inscription that translates to "For Civil Merit", and a reverse inscription that translates to "Republic of Bulgaria".
