This medal was founded during the Coalition Government by the Union of Liberated Political Prisoners (S.O.P.V.), and it was awarded to Czechoslovakian citizens who had been political prisoners during World War II.
The reverse inscription roughly translates to "SPB 1939 For Loyalty 1945 ."
