The Medal was founded by the Minister of Defence of the Czech Republic to commemorate the 10th anniversary of the training and education centres at Hradek.

It was conferred upon civilian and military personnel of the Ministry of Defence who had rendered meritorious service within the operational and the training tasks at Hradek.
