The Order of Merit was originally established by president Leonid Kuchma in 1996 and it was first awarded on October 12th the same year.

It is granted to an individual for outstanding achievements in science, economics, culture, politics and military service, or it may be awarded posthumously.

Individuals who receive the award are granted the title “Chevalier of the Order of Merit”
