Established by the Civil Defence League, this medal is awarded to recognize volunteers and employees of the Civil Defense League, commonly, Civil Defense Leaders, fire chiefs, politicians and those of similar rank, who typically have rendered at least 15 years of services for the Civil Defense cause, as well as, other individuals who have rendered extraordinary services to the Civil Defense cause.
