A maximum of 30 Bronze Medals could be awarded annually to Europeans, and 70 to natives, as well as 20 Silver Medals to Europeans and 30 to natives.

The obverse inscription translates to “French Indochina,” and the reverse inscription translates to “Duty and Devotion, Postal Service and Telegraphs.” There is a second version that has a reverse inscription that translates to “Duty, Devotion, Postal Service and Telecommunications.”

The Medal was replaced on September 30, 1937 by the Medal of Honour for Postal Service and Telecommunications of Overseas France. See Medal of Honour for Postal Service and Telecommunications of Overseas France in the Medals & Decorations of France for more information.
