This decoration was founded by King Wilhelm II following the suggestion of his wife, Queen Augusta Victoria.
The Medal was conferred upon men and women who had rendered exceptional service in the car of the sick and wounded during times of peace and war.
The Medal featured three grades, and in order to be awarded the I Class Cross, the recipient had to have already received one of the lower award grades.
After 5 years of service, recipients were eligible to receive the next class of the Medal.
Clasps for the medals were created in 1901 to recognize war service. These clasps included: "SUDAFRIKA 1899-1900", "OSTASIEN 1900/01", "SUDWESTAFRIKA 1904/06", "CHARBIN 1904/05", "PEKIN".
