The Civil Honour Decoration was instituted by Prince Heinrich XX (Senior Line) and was conferred in recognition of exceptional long-term service within a field of labour or in a civil service position.

In 1902, the name of the Honour Cross was changed to Merit Cross.

The Senior Line crosses were worn on a dark blue ribbon with two large red stripes along each exterior edge.

In 1902, one section of the two-part III Class Silver Cross was retired and was introduced as the IV Class in 1912.
