The Medal was instituted by Prince Heinrich XXVII, of the Reuss Junior Line, and was conferred upon the Non-Commissioned Officers of the 2nd Battalion of the 7th Thüringen Infantry Regiment No. 96. It was also conferred upon the reserve formations of Reuss' Armed Services.

The II Class Cross (1917-1918) was conferred for 12 years of service.
