The Medal was founded by the Minister of Defence to recognize Hungarian citizens who had volunteered for service in anti-Nazi resistance military formations outside of the Hungarian Army during the Second World War.

The Hungarian name of the medal is "Független Demokratikus Magyarországért Emlékérem".
