The National Order of Merit is the highest honour awarded by the Government of Malta. It is conferred upon Maltese citizens in recognition of achievements in his or her field of work. The Order may also be conferred upon foreigners who have promoted and fostered international relations with Malta or earned the respect and admiration of the nation. Maltese citizens named to the Order are called members, and foreigners named to the Order are called honorary members.

There may not be more than three Companions of Honour any given time. The annual contingent is limited to 2 Companions, 3 Officers, and 10 Members.

The motto of the Order is "VIRTUTE ET CONSTANTIA," which translates to "Virtue and Consistency."

Officers are entitled to the post-nominal letters "UOM."

When awarded to women, the Officer ribbon is fashioned into a bow.
