The Cross was founded by Duke Johann Albrecht of Mecklenburg, who was acting as regent of Brunswick at the time.

The Medal was conferred upon members of voluntary Fire Brigades who rendered meritorious service for a period of at least 40 years. The Medal could also be conferred upon individuals who distinguished themselves by performing an outstanding act or deed.
