The I Class is composed of silver gilt.

There are 2 versions of the I Class Medal which vary by inscription. Early versions issued during the French Mandate of Lebanon feature both French and Arabic inscriptions which translate to "Order of Public Instruction" and "Who Opens a School Closes a Jail" on the obverse as well as "The Republic of Lebanon" on the reverse. Later versions issued post-independence feature only Arabic inscriptions. The date of institution of post-independence Decorations is uncertain.
