This Cross was instituted in commemoration of the 300th anniversary of the Romanov Dynasty. It was conferred upon members of the clergy who had officiated or assisted in religious ceremonies held on February 21, 1913.

The reverse inscription translates to: "The Czars Rule by the Grace of God" and is dated "1613-1913".
