This medal was instituted in commemoration of the mobilization of the Russian Army following the assassination of Archduke Francis Ferdinand. It was conferred upon all military personnel whose service lead to the successful conclusion of the mobilization.

After 1915, the medal was awarded to those who assisted in the preparation of young conscripted troops.

The reverse of the medal translates to: "For Exemplary Efforts in Carrying Out the General Mobilization of 1914".
