The Order for Naval Merit was established on February 27, 2002 by Decree of the President of the Russian Federation № 245.

This Order is conferred upon Russian citizens who explore and develop the ocean in the name of national defence, for implementing the latest technology and equipment for the Navy, and for using the oceanic economic zone,and for fighting against pirates affecting the oceanic economic zone.

The obverse Russian inscription translates to: "For Naval Merit".
