History

This Order is conferred upon Russian and foreign citizens in recognition of compassionate service, including peacekeeping, humanitarian aid, and preserving cultural heritage.

It is considered somewhat of a spiritual successor to the Order of Saint Catherine (see RUS101), the Imperial Russian award for women.

When awarded to a woman, this badge is worn on a ribbon tied in a bow.
