The Palms of Culture was established by presidential decree in 2002, and is administered by the Minister of Culture and Communication. It is awarded to employees of the Ministry of Culture and Communication for meritorious service of at least 5 years. Recipients must be at least 30 years old. It may also be awarded to other citizens and foreigners in recognition of outstanding contributions to national culture.
There is an annual limit of 5 recipients, excluding foreigners.
The reverse inscription appears in French and Arabic and translates to "Republic of Djibouti, Palms of Culture."
