The Civil Service Medal was originally established by Maharaja Ganga Singh as the V and VI Classes of the Badge of Honour (later redesignated of the Order of the Star of Honour). The award was modified by Maharaja Sadul Singh on February 2, 1944, and was extended into 3 Classes. Members of the civil branch of the Bikaner state administration were eligible for the award.

The III Class is composed of bronze.

The obverse features a Devanagari inscription which translates to "Public Service is Primary Duty."
