The Bikaner Legion of Merit was originally instituted by Maharaja Ganga Singhji as the Medal for Meritorious Service on October 30, 1937. The award was later modified, renamed, and upgraded into the fourth highest state order by Maharaja Sadul Singhji in 1947. The Order is conferred in 2 Classes.

The II Class, like the I Class, is composed of gold but features a design of partial enamel. The II Class is worn from a breast ribbon.

The obverse features both Devanagari and English script.
