This medal was conferred upon foreigners, Bulgarian citizens, and organizations in recognition of exceptional contributions to the growth of communications and communications technology within the People's Republic of Bulgaria.

The medal designed was produced jointly by Petar Georgiev and Stefan Kanchev, and it was discontinued in 1991.
