The Civil Merit Medal was instituted on November 6, 1806 by King Friedrich I of Württemberg. The medal was awarded to recognise exceptional civil merit and service.

The Type I Gold Medal features the king’s monogram “FR” below a crown. The medal may feature a large or small crown. The medals with the large crown were minted in the first issue, while the medals with the smaller crown were minted in the second issue.
