The Civil Merit Medal was instituted on November 6, 1806 by King Friedrich I of Württemberg. The medal was awarded to recognise exceptional civil merit and service.

The Type I Silver Medals may have been awarded with a thin oak leaves wreath on the reverse, a small crown above the obverse monogram, or a large crown above the obverse monogram.

The medals with the large crown were minted in the first issue, the medals with the smaller crown were minted in the second issue, and the medals with the thin oak leaves wreath on the reverse were minted in the third issue.
