This medal was awarded to citizens of the Russian Empire for "zealous service towards the state".

The 1855 issue has the Tsar facing left, while the 1863 issue has the Tsar facing right.

The obverse inscription translates to "BY THE GRACE OF GOD ALEXANDER II EMPEROR AND AUTOCRAT OF ALL RUSSIAS" and the reverse translates to "FOR ZEALOUS SERVICE".
