History


The Civil Merit Medal was established by Duke Peter Friedrich Ludwig of Oldenburg after he returned from exile in Russia, and it was conferred upon individuals who remained loyal to the Duke and the royal house during his exile.

In 1806, the Duke and his family fled to Russia after the invasion of Oldenburg by French and Dutch forces. He returned to Oldenburg in 1813, and in 1815 he was given the title of Grand Duke.
