The medal was conferred upon members of the internal security troops in recognition of 20 years of service in the Armed Forces.
There are different medals for the 15 various Soviet Socialist Republics, which are: Russian SFSR, Ukrainian SSR, Belarus SSR, Moldovan SSR, Lithuanian SSR, Latvian SSR, Estonian SSR, Georgian SSR, Armenian SSR, Azerbaijan SSR, Turkmenistan SSR, Uzbekistan SSR, Kazakhstan SSR, Kyrgyzstan SSR, Taijikistan SSR.
The reverse Russian inscription translates to: "For 20 Years of Irreproachable Service". The Cyrillic script for MOOP also appears, and for each particular republic the inscription would be written MOOP LIT. SSR. (this example is for Lithuania). The Ministry of Internal Affairs (MVD) changed its name to the Ministry for the Protection of Social Order (MOOP).
